If you were in charge of the village pond and you knew that supplies of water were dwindling because the pond was being increasingly drained for irrigation, what policies would you put in place ?

Would you charge people to use the facility ? Or would you try to implement a quota system ?

How high would you need to set a charge or tax in order to stop the pond vanishing ?

How could you police a rationing system ?

With Climate Change, global supplies of fresh water are seriously threatened because of changes in rainfall, increased surface evaporation and rising sea levels causing salt water to poison reservoirs and rivers.

There are many policies that need to be implemented to protect the water supplies themselves, but the root causes of Global Warming also need to be tackled by policy.

How are we going to put the lid on increasing Carbon Dioxide Emissions into the atmosphere ?

Taxing Energy production and use ? At what level ? What cost does a tonne of Carbon need to have before it can be regulated ? What about trading emissions ?

And what about Energy quotas ? Would they work ?

And how can we protect Carbon Stores such as the Rainforests, the soils and the oceans ?

And how low do we need to set the bar on Carbon to prevent dangerous Climate Change ?

Do we need to reduce net Carbon Emissions by 60%, 80% or 90% to stop the Planet frying ?

How do we measure natural evidence to make sure our policies are working ? What do we measure ?

What we need, clearly, is a policy framework that is flexible and simple, one that can be applied everywhere, under any conditions, whether by trading mechanisms, quotas or taxation.

That framework for survival is Contraction and Convergence.

It builds in not only the current safety levels as determined by the world's most knowledgeable Climate experts, it also offers an equitable solution for both Energy-wealthy and Energy-poor nations.

Each country is to be allocated a Carbon Quota on the basis of the number of people that live in the country at a pre-determined date.

Within the nation, there will clearly need to be a set of policies to share out the Carbon Quota amongst citizens, companies, communities and government.

Will the national system be taxation at an appropriate level ? Or a system of Carbon Rationing ? Or a mechanism to include everyone organisation in the European Union Emissions Trading Scheme ?

And what can we as individuals do ?

Some form of Carbon Tax or Carbon Price will need to be implemented, sooner or later.

To prepare ourselves, we can try to live within what we think will be our Carbon Ration.

And we can campaign for our local community, our town council or Borough administration, to adopt a reduction in Carbon Emissions, an Energy Descent Plan.
